Greater Western Water Main Renewals

Abergeldie DKM has been working with Greater Western Water since 2015 on their Mains Renewal Programs to provide a reliable water supply. Great Western Water currently services over 3,700 km²from Melbourne’s city centre to Werribee in the southwest, Bacchus Marsh in the west and Lancefield in the north.

Scope of Works

The works generally involve the renewal of water mains identified by Greater Western Water in its water main renewal program.

The pre-construction activities include:

Advising the proposed renewal method and preparing design drawings and identifying project specific customer needs.
Site inspections to identify and work through customer/construction issues prior to construction.
Liaison with road authorities and councils on traffic management and access permissions
Communicating with bus and train companies about the impacts of the works on their services
Gaining access permissions from Council, Catchment Management Authorities, Melbourne Water and any other stakeholders.
Dial Before You Dig investigations.
Obtaining environmental, heritage and catchment management authority approvals.
Submission of applicable quality management documentation
Pre-construction customer consultation and management activities in accordance with the customer/community engagement framework set by Greater Western Water.
Customer Notifications prior to commencement of works.
Visits to Customers Property as required.
Identification of isolation and shutdown and temporary water supply arrangements
Erecting appropriate signage to warn residents and traffic of any proposed changes to traffic conditions.
Maintain and install, on site, Great Western Water's project information signs, including the removal of signs after construction.
Proving of and constructing “around” other authorities’ assets/obstructions.

The construction and rehabilitation activities generally include:

Supply of all labour and plant
Traffic management
Renewal of existing water mains by in-situ replacement or conventional construction methods
Installation and management of temporary water supply to customers
Isolation and shutdown of existing mains as required
Water quality testing, commissioning and recharging of existing water mains
Reinstatement and clean up.
Survey and provision of as constructed information and drawings
Defect liability services

Complexity

The works under the Greater Western Water Main Renewal Programs have been undertaken in the Greater Western Water service area. The works vary size and complexity, from simpler renewals in the outer suburbs and towns to more complex renewals in dense and residential areas.

The Abergeldie DKM team has worked effectively with stakeholders, including residents, businesses, councils, transport authorities and the client to provide advance notification of works.

The works have also been undertaken within both greenfield and brownfield environments with a variety of terrains, geotechnical and cultural heritage conditions encountered and managed.

The temporary works to maintain potable and recycled water supplies have applied to all projects, with a dedicated crew onsite prior to commencement of construction and eliminating manual handling of work.

Abergeldie DKM has been working with Yarra Valley Water for 23 years on their water mains renewal programs to ensure reliable water supply to over two million people and over 58,000 businesses in the northern and eastern suburbs of Melbourne.

During this time Abergeldie DKM has established a strong, trusted and collaborative partnership with Yarra Valley Water and has been involved in early contractor involvements, design, and construction. Abergeldie DKM has also provided long-term service with input into future capital and maintenance works planning.

Scope of Works

The works under the current contract include the design and construction of water reticulation mains utilising both on-line and off-line replacement, by methods such as trenching, directional drilling, pipe cracking, and lining.

The scope of the contract also includes the supply of materials, liaison with stakeholders and provision of permits, traffic management, provision of temporary water supply services for both potable and recycled water, reinstatement and provision of as-constructed drawings.

Complexity

The Yarra Valley Water service area stretches over 4,000km², from Wallan in the north and extends to Warburton in the east, with Yarra Valley Water owning and maintaining over 20,000 kilometers of water and sewer mains. The works vary in size and complexity, from simpler renewals in the outer suburbs and towns to more complex renewals in dense and residential areas.

Effective stakeholder management has been key to our success, with works involving a wide variety of stakeholders including local residents, businesses and councils. Works are undertaken within greenfield and brownfield environments, with a variety of terrains, geotechnical and cultural heritage conditions encountered and managed.

Over the last 23 years, Abergeldie DKM has provided consistent, reliable service delivery and productivity which has helped Yarra Valley Water with forward planning and budgeting.

Barwon Water Mains Renewal Program

Abergeldie DKM has been working with Barwon Water to renew their water mains infrastructure over the last 7 years. The current contract has been held since 2021 and targets the replacement of reticulated water mains that pose a risk to customer supply.

Under the current contract, 14km of renewed pipelines have been installed within the Barwon Water service area which stretches over 8,100 square kilometres, from Little River and the Bellarine Peninsula in the east, to Colac in the west, and from Meredith and Cressy in the north, to Apollo Bay on Victoria’s south-west coast.

The current program features 121 water renewal projects of varying complexities, classified as either short pipelines (<100m in length) or long pipelines (>100m in length).

Scope of Works

The works to renew the water mains have involved the laying of fusion-welded polyethylene (PE) pipes in various sizes, ranging in diameter from 100mm and 150mm and occasionally up to 300mm in diameter. Our multi-skilled workforce, construction methodology and modern “no-dig” equipment delivers the work in accordance with the required standards and ensures flexibility when required.

The engagement includes the provision of all labour, supervision, materials, equipment, overheads, administration, taxes, wages, accommodation, transport, allowances, consumables, testing services and other incidental costs to replace water mains within Barwon Water’s service area.

Complexity

The majority of works under the Barwon Water Mains Renewal Program are carried out within a 50km radius of the Geelong CBD. Where possible, pipes are replaced using trenchless methods, reducing the impact on local residents and the surrounding environment. Where trenchless methods are not practical, pipes are replaced via open trench and lift and relay methods.

Prior to commencement of any works, affected residents and businesses are notified. During works, affected residents and businesses are connected to a temporary water supply line. This typically runs alongside the footpath along front fences or boundaries. This temporary line may cross footpaths and driveways and remains in place throughout construction. Once the pipe replacements have been completed, the new pipes are flushed, and water quality is tested before customers are reconnected. Surrounding nature strips, pavement and roads affected by works are then restored within a few weeks. Any restoration works are coordinated with local councils.

Balickera Tunnel Remediation

Abergeldie was engaged by Hunter Water to carry out a remediation upgrade to the Balickera Tunnel. The tunnel is a key piece of the region’s water supply infrastructure and forms part of Balickera Canal which provides approximately 50% of the water yield from the Williams River to the Grahamstown Dam.

The remediation upgrade to Balickera Tunnel for Hunter Water was carried out over the Summer and Autumn seasons in 2021 – 2022 and now provides a further 100 years of design life to ensure the 1200m tunnel can continue to supply water from Williams River to Grahamstown Dam.

Scope of Works

Construction of a cofferdam at the downstream end of the tunnel to facilitate dewatering;
Internal remediation works, including the replacement of existing bolts, spot bolting as required with dental concrete at isolated locations, and the application of fibre reinforced shotcrete extending from the roof to the base of the tunnel walls;
Establishment of equipment laydowns; and
Upgrades to existing access roads for construction and maintenance vehicles.

Complexity and Innovation

The Balickera Tunnel is a known roosting site for several threatened microbat species and the construction work was deemed to have a biodiversity impact on these colonies due to the temporary exclusion from the tunnel. The remediation works were carried out in accordance with a species impact management plan. Further, major flooding due to recurrent wet weather also presented significant challenges to the construction team with constant monitoring of water ingress compared to achievable dewatering rates needed to ensure safety during construction.

The project team, in close collaboration with the Geotechnical Engineer and Hunter Water, developed a new methodology to install rock bolts within the tunnel. This doubled the productivity of rock bolt installation, achieving 4m/12-hour shift, saving significant costs for the client.

Abergeldie has been engaged by the ACT Government to deliver the Raising London Circuit Project. The project will help to better connect the City with the lake and make Canberra a more connected, sustainable and vibrant place to live.

Scope of Works

The project involves raising London Circuit by 6m to form an at-grade, signalised intersection with Commonwealth Avenue.

Key features of the project include:

Temporary closure of London Circuit between Edinburgh Avenue and Constitution Avenue;
Infilling the London Circuit Road reserve between Edinburgh Avenue and Constitution Avenue, to form embankments from the intersections with those roads to around the existing height of Commonwealth Avenue;
Removal of the existing ramps (cloverleaves) to the north-west and south-west of the London Circuit-Commonwealth Avenue interchange, and modification of the existing ramp to the south-east to remove connection with London Circuit and retain connection between Parkes Way and Commonwealth Avenue.
Staged closure and demolition of the northbound and southbound Commonwealth Avenue bridges over London Circuit, including infilling the London Circuit road reserve below.
Rebuilding London Circuit between Edinburgh Avenue and Commonwealth Avenue and Commonwealth Avenue and Constitution Avenue, including retaining walls;
Building a new signalised London Circuit-Commonwealth Avenue intersection, including capacity to accommodate proposed and potential future light rail infrastructure;
Provision of active transport infrastructure, utility connections, lighting, street furniture, landscaping and drainage;
Ancillary activities including construction compound sites, traffic diversions and traffic management measures; and
A temporary sidetrack constructed on part of the permanent embankment works to the east of the existing Commonwealth Avenue, to provide for continued traffic movements northbound and southbound for the duration of construction activities. The sidetrack and parts of the Commonwealth Avenue median would be temporarily paved to provide two traffic lanes, with connections to allow cross-over of traffic between the northbound and southbound traffic lanes and the sidetrack. The sidetrack would include temporary bicycle and pedestrian paths, allowing for safe diversion of pedestrians and cyclists during completion of the works.

Abergeldie, through the acquisition of Harker Underground, was engaged as a subcontractor to Hawkins Infrastructure, to deliver stormwater upgrade at Waiau Street Torbay as part of the Torbay Stormwater Upgrades/Renewals Project.

The scope of works included:

Installation of 80m of open cut 675mm reinforced concrete, rubber ring jointed (RCRRJ) pipe in a very physically constrained site on private property.
An additional open cut 675mm RCRRJ road crossing beneath a narrow residential street, while maintaining one lane for traffic (priority give way).

Abergeldie also managed utilities, traffic management and stakeholder engagement. An ITP process was used to gain sign-off from the client, which resulted in zero defects at completion.

Complexity

The works to upgrade the stormwater network in Torbay were highly complex, with a number of key innovations helping to ensure the packages of work were delivered successfully.

The works were carried out largely in residential properties and within the road corridor. Several existing utility services had to be protected and maintained in service during the works, which included the existing stormwater network which was to be replaced, a wastewater line crossing the site, the watermain and water supply network, electricity and gas.

Whilst delivering these works, Abergeldie identified some design issues and worked with the client to come up with a suitable redesign. The design location of one of the new catchpits in the road happened to be off course from the actual low point in the road. Abergeldie proposed a new location to the client that had been overlooked due to a nearby tree. Abergeldie engaged an arborist consultant to assist with approval to remove the tree, enabling the client to revise the design. The tree was then removed and the Abergeldie team was then able to proceed with the revised design.

To improve the performance of the new stormwater system and avoid conflicts with surrounding services, the project team also proposed a design amendment to incorporate a new manhole with a separate connection to the catchpit. This improvement was adopted by the client.

Abergeldie, through the acquisition of Harker Underground was engaged as a subcontractor to Hawkins Infrastructure to deliver an upgrade to the Wastewater Rising Main along Halsey Street in Wynyard Quarter South. The upgrade was part of the ongoing redevelopment of the Wynyard Quarter which is expected to be complete in 2030. The upgrade to the rising main will help to support the increased population forecasted for the area.

The scope of works included:

Development of a traffic management and implementation plan with Auckland Transport
Site preparation works including saw cutting the existing road to allow for the installation of the open trench rising main installation, 250 mm deep; break up and, including service relocation and excavation of 200 kVa city feed cables.
Temporary works including temporary pit for pilot auger boring machine and temporary receiving pit for pilot boring on Halsey Street after Fanshawe Street
Location and removal of history seawall for the pipe route
Traffic management
Ground stabilisation works, over much of the site, allowing deep trenching below sea level and locked in the various contaminated compounds that existed in the reclaimed land.
Rising main installation using pilot tube micro tunneling, hand jack tunnelling and open cut techniques
Manholes and connections to existing services
External works and reinstatement of road and auger boring and receiving pit.

Complexity

The works to deliver the upgrade to the rising main were carried out in Halsey Street, in Auckland’s CBD. The location of the works meant the project was highly visible and in close proximity to surrounding businesses and the cities bus terminal. Traffic management was a continual work in progress, with multiple meetings held with Auckland Transport. Where possible, works were carefully planned during quieter periods to allow for peak traffic flow.

Effective engagement with various stakeholder groups helped to ensure the project was delivered successfully. The project team worked closely with Watercare, Auckland Transport, Auckland Council and utility providers to ensure the works were delivered in accordance with the program and without undue delay. Communication with the public and surrounding businesses helped to ensure this project was delivered with minimal complaints.

The outlet of the rising main was discharged into a major sewer truck main which was continually running full. The project team applied some innovative connection techniques to achieve a safe and effective connection detail in a very unfriendly environment.

Ground conditions encountered onsite were challenging, with 9m of fill imported into the area over a long period of time. With the area previously a harbour, the team uncovered a number of unexpected finds. A large excavator with an 8m tool with rotating cutter drums at the end was plunged into the ground in an effort to mass stabilise, following GPS coordinates whilst pumping in high volumes of cement grout. This mixed and set the ground to allow for seawater free trenches.

Works on the Avon River Precinct Project took place around and above the Avon River in Central Auckland. requiring control of construction water run-offs through sedimentation controls. These run offs were regularly monitoring and reported to Auckland Transport by the project team.

Abergeldie worked with local stakeholders, including residents and businesses to ensure access for businesses and provided traffic management services. The project team worked closely with Auckland Transport's community liaison team to provide advance notification of works and to resolve a small number of complaints relating to construction noise.

Abergeldie, through the acquisition of Harker were engaged as part of the Connectus Joint Venture to deliver the enabling works Auckland's first underground rail link under City Rail Link Contract 2.

The works involved pipe jacking a new stormwater pipe from Swanson to Wellesley Street, strengthening the Orakei main sewer and construction of the new cut and cover tunnels up Albert Street, from Customs Street to Wyndham Street.

The scope of works included:

Installation of 516m of 2m Ø stormwater pipeline install using a Tunnell Boring Machine (TBM) and traditional pipe jack techniques between Wellesley and Swanson Streets to replace the existing Albert Street stormwater line. These works included the construction of an 18m-deep pipe jacking shaft at Victoria Street, constructed using traditional soldier piles and walers, and reception shafts at both Swanson and Wellesley Streets to enable the removal of the TBM and tying-in of the new stormwater line to the existing networks.
Strengthening 40m of the Orakei Main Sewer beneath Victoria Street.
Construction of 350m of twin cut and cover tunnels along Albert Street, between Custom and Wyndham Streets.
Relocation of existing utility services.
Extensive traffic management, due to CBD location of worksites.
Excavation of a tunnel box to maintain two-way traffic at all times through the Customs/Albert Street intersection as the main tunnels were built.
Construction of four integrated 2.2m deep concrete decks to allow traffic to flow overhead while the rail tunnels were safely excavated underneath.

Complexity

The City Rail Link C2 Enabling Works Contract was a highly complex, high-profile project for Auckland's CBD which required diversions of both live stormwater and sewer lines 18m underground. The tunnelling scope required 3D modelling and planning to ensure the works were carried out successfully.

Automated real time survey monitoring was implemented, providing detailed records of all project impacts, helping to mitigate concerns from stakeholders.

Ground water within the vicinity of the project was also closely monitored automatically in real time, with project bore holes with trigger level set.

All components of the C2 works involved significant excavations within a densely populated urban area. This created a complex interface of construction sites with urban streets and local stakeholders. Innovative techniques were developed to remove, treat, and dispose of groundwater. Complex arrangements of settlement tanks, silt busters, and flocking systems were implemented in order to successfully manage the environmental risks. This was then strictly monitored by a highly motivated environmental team.

To mitigate risks with odors during works on the OMS, a deoderising system was developed and implemented within the Victoria Street Shafts. Real time live dust monitoring was also implemented to track dust and monitor the construction techniques.

Works were also carried out in accordance with Mining and Tunnelling Regulations and those set by Worksafe.
